Chief Administrative Law Judge (ALJ) Sprague hears cases and supervises the Hearing Section for both SERB and SPBR. He has more than 28 years of ALJ experience.
Prior to his work with SERB, Chief ALJ Sprague served as a Law Clerk for Justice J. Craig Wright of the Supreme Court of Ohio and then served as an Administrative Law Judge for the State Personnel Board of Review (SPBR) before becoming that agency’s Executive Director. He has also served in a volunteer capacity for several City of Dublin boards and commissions, including serving for two years as Chairman of the Dublin Planning and Zoning Commission. He serves as a member of the United States Coast Guard Auxiliary. He currently serves as Flotilla staff officer (Finance) for Flotilla 18-7 and as Assistant District Staff Officer (Legal Parliamentarian) for the 8th district eastern region.
Chief ALJ Sprague received his B.A. with Distinction and Honors in Political Science and International Relations from the University of Delaware. He received his M. A. in Political Science from Ohio State University. He received his J.D., Cum Laude (Order of the Curia), from Capital University Law School, where he served as Editor-in-Chief of the Capital University Law Review.
