Filing an Appeal

Who Can File?

The State Personnel Board of Review generally has jurisdiction over matters pertaining to exempt employees in the classified civil service, to non-exempt employees in the classified service who have not been organized, and to non-exempt employees whose collective bargaining agreement allows an appeal to the Board.

In special situations, the Board may hear appeals brought by unclassified employees or by individuals who are not members of the civil service of the State of Ohio.

How To File

In order to file an appeal with the State Personnel Board of Review, an individual must provide SPBR with written information indicating:

* the individual's name, address and telephone number;
* the name, address and telephone number of the individual's employer; and
* a general outline of the action being appealed.

Appellants are required to notify the Board in writing of any change in their address during the pendency of their appeal.

An appeal may be filed in person or by mail. If an appeal is filed with SPBR by fax, the original document must also be filed with SPBR by mail. There is no specific form or document on which appeals must be submitted, but you may use the Board's standard Appeal Notice if you wish -- click here to access the form in PDF format.
